AP IMPACT: Uneven Post-9/11 Data-cloaking Persists

Comment: This article is an eye-opener for two reasons:
1. It drives home the point that many individuals involved in homeland security see geospatial data as the tip of the spear when it comes to information flows in our society that could be used against us.  Indeed, in the state of New York - mentioned many times in this article - the New York State GIS Clearing House resides in the Office of Cyber Security in the New York Division of Homeland Security and Emergency Services.


2. Since ALL infrastructure data has a location element to it, location is the cross compartment unifying theme for managing and visualizing emergency preparedness and response efforts for those systems.  Consequently, infrastructure data is headed toward center stage of the much bigger geospatial data fight that has started to emerge in our nation.  (See the "Legal" category, this blog)

September HIFLD Meeting Dates Announced

The next Homeland Infrastructure Foundation Level Data (HIFLD) Working Group meeting will take place on September 13-14.  The US Geological Survey (USGS) in Reston, Virginia will host the meeting that is designed to promote collaboration among Federal Sector Specific Agencies (SSAs), Defense Sector Lead Agencies (SLAs) and related Federal, State, and local Sector mission partners. This HIFLD Working Group meeting will focus on Remote Sensing, Imagery, Enhanced Elevation Data for the Nation, and Light Detection And Ranging (LiDAR). Additionally, the further identification, acquisition and use of common geospatial infrastructure data and applications for shared use among HIFLD WG members.  Read more.

Comment: The flip side of this capability is deconfliction with piloted aircraft.  Given a couple of geese were enough to bring down USAir 1549 onto the Hudson River on January 15, 2009 (Miracle on the Hudson), the FAA is rightful concerned about the uncontrolled proliferation of these platforms.  As such, on December 1, 2010, it issued FAA Fact Sheet - Unmanned Aerial Systems (UAS) that relates the extent of the issues and how the agency is working to resolve them.

Joplin, MO Tornado Disaster Imagery by Surdex

Approximately 36 hours after a tornado struck Joplin, MO, on May 26th, 2011, the Surdex Corporation flew and produced 3” resolution imagery for use by the public and responders. While this an excellent example of a corporation leaning forward for the public good, lets hope this type of immediate data collection becomes a routine (funded) response practice in the years going forward (on call, preplanned mission), rather than something that is slowed down by administrative hurdles in the aftermath of a disaster.
